Tool Stack Awareness
Read the vault's Tools.base to discover the user's full tool landscape:
- Parse tool categories, statuses (Use/Trial/Assess/Hold), and host relationships
- Build a tool registry mapping tools to agents
- Update tool note usage patterns when observed
