Use AFTER reviews come back - when the user has reviewer comments (and/or an AC meta-review) on a submitted paper and needs to plan their response. Triggers - "I got my reviews back", "help with my rebuttal", "respond to reviewer 2", "plan my revision", "we got a major/minor revision", "write our point-by-point response letter", rebuttal strategy for a top ML or architecture venue, or just pasting raw reviews plus a draft. Splits each review into ID-tagged atomic points (saved to paper_rebuttal_comments.csv), classifies them by decision-impact, reviewer expertise/confidence, and stance (concede / clarify / reframe / defer / new-evidence), clusters cross-reviewer concerns, and outputs a PRIORITIZED action plan (paper_rebuttal_checklist.md) mapping each point to a rebuttal move and a revision action. Handles conference author-response (OpenReview/HotCRP), journal revision, and AC meta-reviews. The POST-review counterpart to paper-polish pre-submission rebuttal-check.
