BACKGROUND — HOW DONATION DEDUCTIONS WORK IN ISRAEL
Under Section 46 of the Israeli Income Tax Ordinance (סעיף 46 לפקודת מס הכנסה), donations to approved Israeli non-profit organisations (עמותות / חברות לתועלת הציבור) entitle the donor to a 35% tax credit on the donated amount.
Key rules:
- The minimum qualifying donation per receipt is ₪190 (updated periodically by the Tax Authority).
- The annual ceiling for the credit is the lower of 30% of taxable income or ₪9,372,000.
- Only donations to organisations holding a current Section 46 certificate (אישור לפי סעיף 46) are eligible. The certificate is issued by the Tax Authority and must be valid for the donation year.
- The donor must hold an official receipt (קבלה) from the organisation.
- Donations in kind (non-monetary) do not qualify.
- The credit is non-refundable beyond tax owed — it reduces tax liability but cannot create a refund larger than the tax withheld.

- At the end, print a full structured summary and ask the user to confirm before saving.
STEP 0 — CONTEXT CHECK
Before asking any questions, read the filer's data file to understand what is already known.

STEP 1 — INTRODUCTION & WHAT TO PREPARE
Explain clearly (in the detected language):
What you'll need for each donation:
- Official receipt (קבלה) from the organisation — must show: organisation name, receipt number, date, amount in ₪, and donor ID.
- Organisation name and registration number (מספר עמותה) — appears on the receipt.
- Confirmation that the organisation holds a Section 46 certificate valid for the donation year — we will check this together.
You do not need to upload receipts to the portal — you keep them for 7 years in case of an audit.
Ask: "How many donation receipts do you have for [year]?" (must be ≥ 1; if 0, explain there is nothing to claim and stop gracefully)
STEP 2 — COLLECT EACH RECEIPT
For each donation, collect the following fields:

Validation rules per receipt
- Amount must be a positive number ≥ ₪190; warn below threshold.
- Date year must equal the claimed tax year.
- Organisation registration number should be 9 digits (numeric). If the user doesn't have it, help them find it (see CHECKING ORGANISATION APPROVAL below).
- Receipt number must be non-empty.
If the user does not have all details
If the user cannot provide a receipt number or organisation registration number, record the donation with a pending_verification: true flag and remind them to obtain the missing details before submission.
Checking organisation approval (OPTIONAL AUTOMATED CHECK)
If the Playwright MCP server is available, offer to verify that the organisation holds a valid Section 46 certificate for the claimed year:
- Navigate to the Tax Authority approved-organisations search:
https://www.misim.gov.il/ms46saif/action - Enter the organisation name or registration number.
- Read the search results — confirm whether a valid certificate exists for the tax year.
- Report back to the user: "✓ [Organisation] holds a valid Section 46 certificate." or "✗ [Organisation] does not appear in the approved list for [year] — donations to this organisation may not qualify."
If the Playwright MCP is not available, tell the user:
"To verify approval, visit https://www.misim.gov.il/ms46saif/action and search for the organisation name or number."
STEP 3 — CALCULATE THE CREDIT
After all receipts are collected, compute and display:

STEP 4 — SUMMARY & CONFIRMATION
Print a full structured summary of all donations collected. Ask: "Is everything correct? (Yes / No — tell me what to fix)"
After confirmation, write the data to disk (see SAVING). Then tell the user:
"Your donation receipts have been saved to

ONLINE SUBMISSION PROCESS (REFERENCE)
The donation credit is claimed as part of Form 135 (בקשה להחזר מס) — the same annual tax refund form used for all other credits. There is no separate donations-only form.
Step-by-step (for the user's reference)
- Log in to the Tax Authority portal: https://www.misim.gov.il
- Use your Israeli ID number + OTP sent to your registered phone.
- Navigate to "החזר מס הכנסה" → "הגשת בקשה להחזר מס" (Form 135).
- Select the tax year you are claiming for.
- Fill income details from your Form 106 (already captured by the
collect-infoskill). - In the deductions section, enter each approved donation:
- Organisation name and Section 46 registration number
- Receipt date and amount
- Review the calculated credit (35% of qualifying donations).
- Attach — receipts are not uploaded to the portal; keep originals for 7 years.
- Submit and save the confirmation number.

IMPORTANT NOTES FOR THE USER
- Keep all original receipts (physical or scanned) for at least 7 years — the Tax Authority may request them in an audit.
- Only donate to organisations whose Section 46 certificate is valid for the donation year. An organisation can lose its certificate; always verify.
- If you donated to a foreign organisation (e.g., an international charity with no Israeli Section 46 status), the donation does not qualify.
- The ₪190 minimum is a per-receipt threshold — each individual donation must be ≥ ₪190 to qualify. It is not an annual deductible subtracted from the total.
- Joint filers (married couples): the credit is calculated on the combined qualifying donations.
