Emergency Scenario Library
This skill provides pre-built emergency scenario content organised by industry type. It serves as a starting baseline for the emergency identification and assessment process — the scenarios are adapted and expanded based on each facility's specific characteristics and location.
How to Use This Library
- Identify the facility's industry type from the list below
- Read
scenarios/common-all-facilities.mdfirst — these universal emergencies apply to every facility regardless of type - Then read the relevant industry file — these add industry-specific emergencies on top of the common set
- Combine both to form the baseline hazard list for the facility
If a facility spans multiple industry types (e.g., a manufacturing site with a commercial office wing), load multiple industry files and combine them.

AS 3745 Emergency Categories
All scenarios are classified under the three AS 3745 Clause 3.2 categories:
- Human-caused emergencies — Acts or failures by people
- Natural emergencies — Weather, geological, environmental events
- Technological emergencies — Equipment, infrastructure, or process failures
AS 3745 Colour Codes (Table 4.1)

Adapting Scenarios
The library provides conservative baseline descriptions. When using these scenarios in an actual assessment:
- Add specificity — replace generic descriptions with facility-specific details (e.g., "chemical spill" becomes "sulfuric acid spill from IBC storage in Warehouse B")
- Adjust consequences — tailor to the facility's layout, occupancy, and characteristics
- Update vulnerability factors — consider the facility's actual controls, equipment, and staffing
- Remove inapplicable scenarios — not every industry scenario applies to every facility of that type
- Add site-specific scenarios — the library cannot anticipate every unique hazard a facility might have
