erp-emergency-library

star 1

Reference library of emergency scenarios organised by industry type for use in emergency identification and ERP development. Provides baseline hazard lists, consequence descriptions, vulnerability factors, and base procedure notes for 9 industry categories plus a universal set applicable to all facilities. Aligned with AS 3745:2010 emergency categorisation (Human, Natural, Technological). This is a reference skill — it does not produce output directly but provides scenario data to the erp-developer and erp-emergency-assessment skills. Load this skill whenever building an emergency identification register, selecting emergency scenarios for a facility type, or developing emergency response procedures that need industry-specific content.

Emergency Scenario Library

This skill provides pre-built emergency scenario content organised by industry type. It serves as a starting baseline for the emergency identification and assessment process — the scenarios are adapted and expanded based on each facility's specific characteristics and location.

How to Use This Library

  1. Identify the facility's industry type from the list below
  2. Read scenarios/common-all-facilities.md first — these universal emergencies apply to every facility regardless of type
  3. Then read the relevant industry file — these add industry-specific emergencies on top of the common set
  4. Combine both to form the baseline hazard list for the facility

If a facility spans multiple industry types (e.g., a manufacturing site with a commercial office wing), load multiple industry files and combine them.

Industry Files

File Industry Type Typical Facilities
scenarios/common-all-facilities.md Universal All facilities — provides the baseline that every ERP starts from
scenarios/industrial-manufacturing.md Industrial / Manufacturing Factories, recycling plants, processing facilities, workshops, fabrication
scenarios/warehousing-logistics.md Warehousing / Logistics Warehouses, distribution centres, freight terminals, cold storage
scenarios/construction-sites.md Construction Building construction, civil works, demolition, infrastructure projects
scenarios/commercial-office.md Commercial / Office Office buildings, professional services, government, corporate
scenarios/retail-hospitality.md Retail / Hospitality Shopping centres, restaurants, hotels, entertainment venues
scenarios/healthcare-aged-care.md Healthcare / Aged Care Hospitals, aged care facilities, medical centres, pathology labs
scenarios/education-childcare.md Education / Childcare Schools, universities, TAFE, childcare centres, training facilities
scenarios/mining-resources.md Mining / Resources Surface and underground mines, quarries, oil and gas, processing plants

Scenario File Structure

Each industry file follows this structure:

# [Industry Type] — Emergency Scenario Library

## Applicability
[Which facility types this library covers]

## Standard Emergencies
Reference to common-all-facilities.md — always load this as well.

## Industry-Specific Emergencies

### [Emergency Name]
- **Source:** Internal / External / Both
- **AS 3745 Category:** Human / Natural / Technological
- **Colour Code:** [Per AS 3745 Table 4.1]
- **Suggested Group:** [Procedure group name for Section 17]
- **Typical Consequences:** [Brief factual description]
- **Vulnerability Factors:**
  - Before: [Pre-event factors]
  - During: [Response-phase factors]
  - After: [Recovery-phase factors]
- **Base Procedure Notes:** [Key response actions specific to this industry/scenario]
- **Evacuation Option:** Full / Partial / Shelter / Escape-Hide-Tell / Lockdown

AS 3745 Emergency Categories

All scenarios are classified under the three AS 3745 Clause 3.2 categories:

  1. Human-caused emergencies — Acts or failures by people
  2. Natural emergencies — Weather, geological, environmental events
  3. Technological emergencies — Equipment, infrastructure, or process failures

AS 3745 Colour Codes (Table 4.1)

Colour Emergency Type
Red Fire and smoke
Purple Bomb threat / suspicious object
Blue Medical emergency
Black Personal threat / armed intrusion
Yellow Internal emergency (facility-specific: hazmat, infrastructure, plant)
Brown External emergency (weather, flood, external hazmat, bushfire)
Orange Evacuation

Adapting Scenarios

The library provides conservative baseline descriptions. When using these scenarios in an actual assessment:

  • Add specificity — replace generic descriptions with facility-specific details (e.g., "chemical spill" becomes "sulfuric acid spill from IBC storage in Warehouse B")
  • Adjust consequences — tailor to the facility's layout, occupancy, and characteristics
  • Update vulnerability factors — consider the facility's actual controls, equipment, and staffing
  • Remove inapplicable scenarios — not every industry scenario applies to every facility of that type
  • Add site-specific scenarios — the library cannot anticipate every unique hazard a facility might have

The erp-emergency-assessment skill handles this adaptation process using facility-specific data and location research.
