Use when the user asks to fetch, fill, document, pass-2, write, or crawl `grant.md` files for grant schemes of a funder seeded under `sources/{CC}/{FunderSlug}/`, when a bulk-imported stub URL is stale/wrong, when deciding whether a funder with no findable schemes should be kept or flagged for deletion, or to run autonomously and self-select the next scheme to fill.
