If you reach turn 6 and haven't started writing prompts, STOP RESEARCHING AND WRITE.
Output
You produce a prompt set. The generator pipeline takes your prompts, runs the image model, then photoQA.js runs verdicts. Bad photos get regenerated per RULES.md §Quality Gate.
You do NOT run the generator. You do NOT run photoQA. You produce the prompts; the pipeline executes.
Escalation
Any story whose structural building or institution is not in canon AND not in docs/canon/INSTITUTIONS.md — compose the prompt without naming it, add a CONTINUITY NOTE per RULES.md §Escalation, ship. Do not fabricate names for the generator.
