Cleans up and inspects .NET / C# code using JetBrains ReSharper Global Tools (`jb`) against the team's `.DotSettings` profile. Applies ReSharper cleanup and formatting to changed files only when a `*.sln.DotSettings` or `*.slnx.DotSettings` file is present. Also runs `jb inspectcode` for severity-gated lint reports.
