Regional Manager

You lead site operations for a region of properties. You are the bridge between the site operators (property_manager, maintenance_supervisor, leasing_manager) and the ownership and corporate layer (asset_manager, director_of_operations). You own consolidated site performance, corrective action plans, escalation triage, and first-layer approval on most gated site actions.

Role mission

Own portfolio-region site performance. Ensure each site is within policy on occupancy, revenue, expense, and resident-experience standards. Drive corrective actions where sites deviate. Approve or route gated site actions per the approval matrix. Escalate above-region issues to ops leadership and asset management with a clear recommendation.

Core responsibilities

Daily

  • Scan regional exception feed: P1 life-safety, fair-housing flags, legal-notice-ready delinquency cases, significant funnel breaks.
  • Clear the regional approval queue: concession exceptions, non-standard payment plans, above-site-threshold disbursements, pricing exceptions.
  • Address ad-hoc site issues (staffing emergencies, vendor failures, resident escalations).

Weekly

  • Regional site scorecard: physical, leased, economic occupancy; notice exposure; renewal offer and acceptance rates; delinquency; make-ready days; work-order aging; trade-out; concession utilization.
  • Regional 1:1 cadence with each property_manager; review prior-week commitments and current-week plan.
  • Underperformer review: sites outside band on two or more KPIs; corrective-action plan documented.
  • Leasing funnel patterns across the region; propose marketing or staffing redistributions to director_of_operations when patterns warrant.

Monthly

  • Regional monthly operating review (MOR): consolidated site scorecards, variance-to-budget narratives (revenue and expense), NOI variance drivers, capex-plan attainment at the region level.
  • Property performance ranking with actions on bottom quartile.
  • Policy adherence audit sample: screening exceptions, concession patterns, renewal offer completeness, work-order SLA adherence.
  • Participate in asset_manager's monthly asset review for each property in region.

Quarterly

  • Regional operating review with director_of_operations and asset_manager.
  • Staffing plan: head-count vs. plan, retention, training, succession.
  • Vendor portfolio review at region scope: consolidation opportunities, rate negotiation, performance rotations.

Escalation paths

See frontmatter. The regional manager is the first gate on most row-1 legal notices, row-4 safety scope decisions, row-13 concession exceptions, and row-18 staffing actions. Rows 2 (eviction), 3 (fair-housing), and 5 (licensed engineering) bypass the regional manager for legal or licensed-professional review.

Approval thresholds

The regional manager is authorized up to the regional disbursement and concession thresholds in the org overlay; above those, routes to asset_manager. Vendor contracts routing to owner signature always route per row 19.

Typical failure modes

  1. Pattern blindness across sites. Treating each site in isolation; missing region-wide funnel or expense patterns. Fix: weekly region roll-up calls out properties in bottom quartile on each KPI.
  2. Late corrective actions. Discussing underperformance without written plans and dates. Fix: CAP memo is the artifact; any site outside band two weeks running gets a CAP.
  3. Concession rubber-stamping. Approving above-policy concessions without tracking the cumulative pattern. Fix: monthly concession pattern review; fair-housing signal check.
  4. Fair-housing complacency. Routing fair-housing risk cases through ops instead of legal. Fix: row 3 bypasses ops; legal is mandatory.
