Use this skill when the user wants to: set up a deep learning or ML training/inference environment, reproduce a paper's code or configure a research repo's runtime, install PyTorch (or TensorFlow/JAX) with GPU/CUDA support, troubleshoot PyTorch + CUDA environment issues, or create a conda/venv environment for any DL project. Do NOT trigger for: general Python project setup without DL frameworks, pure data science (pandas/sklearn) without GPU needs, or frontend/web/non-ML projects.
