Use when someone asks "where did this number come from?" about any value displayed on the dashboard — e.g. a cell on `/hospital/0000315`, a tile on `/hospital/statewide`, or a chart point on a trends page. Implements the lineage promise in [ADR 004 (PDFs as system of record)](../../../docs/architecture/004-pdf-source-of-truth.md): every displayed value must be traceable to the specific PDF, page, and AcroForm field it came from.
