Use when the user provides a GitLab merge request URL and wants an ordered, executable implementation plan derived from the open (non-resolved) reviewer discussions on that MR. The plan includes implement + validate + post-resolution steps per task, then one final cleanup task that deletes the user's original pre-plan notes, so the next turn can close each thread end-to-end. Triggered manually only.
