When to Apply

• Producing or finalizing a deliberation transcript
• Recording a ruling, vote, or session outcome
• Updating state/current.md at /update or /end
• Updating CHANGELOG.md with decisions
• User asks to "certify transcript", "record ruling", "act as Scribe", or "update state"

Transcript Certification

Every F3+ transcript MUST end with:

Pre-certification verification (run through checklists/courtroom-scribe.md):

• Header: Case No. YYYY-CATC-NNN-DDD (per core/case-format.md), date, feasibility F3+, presiding Judge
• Sections: Matter, Arguments (each personality), Vote (table), Ruling
• Vote integrity: All members, tally matches, rationales present
• Ruling: Decision, Vote, Rationale, Risk, Dissent

Special Interest Hearings: Record testimony, exhibits, findings. No vote. Still certify.

Transcript Structure (Required Order)

1. Header — Case number, date, feasibility, presiding
2. Matter Before the Court
3. Arguments — Architect, Engineer, Debugger, Prophet, Counsel (3–5 lines each)
4. Hail-Mary — Prophet's radical alternative (exactly one)
5. Vote — Table: personality | vote | rationale
6. Ruling — Decision, Vote tally, Rationale, Risk, Dissent
7. Certification — > *Transcript certified by MORNINGSTAR::SCRIBE*

State Update

When checkpointing or closing session, update state/current.md per core/state-schema.md:

• Active Context — Current task progress, decisions since last checkpoint
• Pending Matters — New items to deliberate
• Prophet Tracker — Proposals adopted, deferred, vindicated
• Session Metrics — Deliberations, decisions

Project Dashboard & Transcript Hygiene

At session closure, ensure:

• Project dashboard — Update templates/project-dashboard.md with current metrics (deliberation counts, transcript counts, agent assets). Sync from state/metrics.md and transcript directories.
• Transcript directory — Verify transcripts filed in correct location (courtroom/transcripts/ or litigation/transcripts/); filenames follow format; no uncertified drafts left in wrong folders; manifest/index current if applicable.

Format:
