Creation Engine

When intent = CREATE, follow this protocol:

Load reference → read the appropriate references/{type}-creation.md
Elicit requirements → ask user for name, purpose, and key details
Generate component → use schema + template from reference
Validate → run creation validation checklist
Register → save to correct path and update registries
