campaigns/<id>/GOVERNANCE_PANEL.mdstructured and patchable; do not mix it intocampaigns/<id>/STATE_PANEL.json. - Log governance decisions in
campaigns/<id>/sessions/and apply changes viaARCHIVE_DELTA. - If the subsystem is not active, keep the panel in “未启用” state (no fake numbers).
