Use when building or editing any customer-facing surface (widget, metric, dashboard tile, report) that displays a number produced by a FROZEN model coefficient — regime multipliers, FDR risk bands, the qty*50 ROI baseline, the 0.3/0.3/0.25/0.15 confidence heuristic, base procurement intensities. Codifies the honesty layer: such numbers are decision GUIDANCE, not measured results, and MUST carry a <ProvenanceBadge> so a CFO never reads an estimate as a measured fact. Apply it whenever you add a new model-derived number or notice an untagged one.
