ARI Council Governance

Purpose

Manage ARI's constitutional governance system with the 15-member Council, 6 Arbiter rules, and 5 Overseer quality gates.

security_scan No high/critical vulnerabilities

Decision Workflow

1. Proposal submitted
   ↓
2. Arbiter validates constitutional compliance
   ↓
3. If constitutional → Council vote
   ↓
4. If approved → Overseer checks quality gates
   ↓
5. If gates pass → Execute decision
   ↓
6. Log to audit trail
