Create a new AGET initiative manifest at planning/initiatives/INIT-*.md. Mirrors the /aget-create-project Strict pattern (D71 Layer 2): once invoked, direct Write/Edit to planning/initiatives/INIT-*.md is PROHIBITED. This skill closes the verb-pair gap with /aget-propose-initiative (Advisory).
Purpose
