Procedure

1. Start with docs/INGESTION_OPERATING_MODEL.md
2. Use research/statewide/admin-sources.md as the canonical admin-source register when the task touches filing-window official surfaces
3. Use Tier 1 sources first: CEO Kerala, ECI, delimitation, RO/ARO, affidavit, Form 7A
4. Use Tier 2 party sources only after checking the official admin layer
5. Record exact dates, URLs, and what changed
6. Keep unresolved items in Gaps, not in Findings

Guardrails
